2 rescued after screams heard from storm drain

Tucson firefighters rescued a man and woman who were trapped in a storm drain just hours before torrential rains flooded the city and surrounding areas.?

The fire department responded just after 10:30 a.m local time Saturday after a passerby heard the screaming from the drain and called emergency services, NBC News station KVOA reported.


The pair, who showed signs of heat-related illness, had entered the drain willingly and became disoriented, officials told KVOA.

They spent more than eight hours in the drain, azcentral.com quoted?Tucson Fire Capt. Barrett Baker as saying.

The situation was even more serious because of storms that were heading towards Tucson later in the weekend, Baker added.

"Being caught in a storm drain during a monsoon would've made this a body recovery rather than a rescue," Baker told azcentral.com. "Storm drains are just that -- storm drains. They are not people drains."

Heavy rain flooded roads throughout Tuscon on Sunday, KVOA reported?in a separate story, leaving many motorists stranded.?

Firefighters had to rescue three elderly people who had tried to cross a wash, KVOA reported. A 93-year-old woman had to be carried out of the torrential waters in a stretcher.?

"You don't know what it looks like underneath that running water so when in doubt do not drown, turn around,"?Northwest Fire Captain Adam Goldberg told KVOA.?"Somebody is not getting the message and the message is quite simple: If there is running water don't try to cross it."

Charlie Sheen sitcom poised for 90-episode pickup

(AP) ? Charlie Sheen says he's not insane anymore.

Instead, these are good days for the "Anger Management" star, he declares, with his FX sitcom half-way through its initial 10-episode run and poised to get an order for 90 more.

Sheen told reporters Saturday that the prospect of continuing is as "exciting as hell," and added cheerily, "I don't think 90's gonna be enough."

With the expected pickup, FX plans to bring aboard Sheen's dad, Martin Sheen, as a regular cast member. He will play the father of Charlie Goodson, the anger-management therapist played by Charlie Sheen. The veteran movie actor, who also played President Jed Bartlet on the drama series "The West Wing," is guest-starring on an "Anger Management" episode that airs Aug. 16.

"I think that was the best episode we did," his son said.

Adding Sheen pere to the series "will give an extra dimension and make it a multi-generational family show," said FX boss John Landgraf in making the announcement.

The production schedule would call for filming a total of 100 episodes in just two years. This kind of cost-saving routine means no time for rehearsals, said executive producer Bruce Helford.

"The actors get the lines, we see the scene, the writers make changes, the actors go to makeup, cameras are blocked, we come back together and shoot the scene," he explained.

At first, the cast members "felt like basically they were on the ledge. But by the third episode, everyone found the characters to the point that the writers were following their lead," Helford said.

"I feel like how we started, we just scratched the surface ? barely," said Sheen, who arrived for his appearance at the Television Critics Association session clad in Bermuda shorts, a long-sleeve shirt and loafers without socks.

He likened his tumultuous departure from "Two and a Half Men" and the stormy aftermath last year to a dream he couldn't wake up from. Or like "a train I couldn't get off of, except that I was the conductor," he added, speaking in quick bursts and fidgeting in his chair.

He said he learned a lot from that period, including "stick to what you know." Referring to his disastrous "My Violent Torpedo of Truth/Defeat is Not an Option" tour in spring 2011, he got laughs from the group when he advised, "Don't go on the road with a one-man show in 21 cities without an act. "

"I'm not insane anymore," he summed up.

What's different now from Sheen's angry stretch on "Men," characterized by his much-publicized clashes with series creator Chuck Lorre?

Helford weighed in with a theory. On "Men," he ventured, "Charlie didn't really have a voice with creative input. It wasn't built that way."

On "Anger Management," Helford said he's forged a partnership with his star.

"We built this together," he said. "And when Charlie's on the stage, that's his stage. When you feel that, your creative juices are flowing, everything is better for you, because you have a say in what you're doing.

"When you don't control your destiny, things get screwed up in your head," he said as Sheen nodded.

On "Anger Management," Charlie Goodson thrives on chaos. Sheen was asked if he does, too, or if he longs for a simpler life.

"I can wish every minute for a simple life. It's not gonna happen," Sheen replied. "But I don't really look at it as chaos. I look at it as challenges."

University Won't Say Whether James Holmes Showed Warning Signs

AURORA, Colo. ? University of Colorado officials refused to release any significant details Monday on their yearlong association with James Holmes, the former neuroscience graduate student accused of killing 12 people at a midnight movie in Aurora.

Law enforcement authorities have said Holmes was stockpiling weapons even as he was enrolled in a prestigious neuroscience graduate program at the University of Colorado Denver Anschutz Medical Campus.

University officials called a news conference Monday at which they said law enforcement officials had asked them refrain from talking about the case. University officials also have cited privacy laws in not releasing details of Holmes' academic record.

"We are not trying to be evasive. We're trying to be as transparent as we can," said Lilly Marks, vice president for health affairs.

Yet question after question went unanswered. Little bits of information trickled past the refusals to answer, but for the most part, the news conference was marked by a lack of news.

The school's silence has heightened the mystery surrounding Holmes, whom friends and acquaintances in his native California described as smart and reserved. After graduating from the University of California-Riverside, Holmes enrolled in the competitive graduate neuroscience program in June 2011. He won winning a prestigious National Institutes of Health grant that paid a $26,000 stipend in addition to tuition.

Holmes, 24, resigned without explanation from the program June 10, the university said on Sunday.

On Monday, Barry Shur, dean of the university's graduate school, described the doctoral program as a close-knit group in which professors keep close tabs on their students.

"This is a family. It's a team-building, family environment," Shur said. "(Professors) are very much in contact with the students in the program ... especially any student who might have academic or other difficulties," he said.

If professors have concerns about a student's well-being, Shur said, "we would expect faculty to reach out to support services."

That only raised further questions about Holmes' association with students and faculty at the sprawling campus in Aurora ? and why several faculty members contacted by The Associated Press said the university had told them not to comment.

Shur denied that. He said the school had told students and faculty they could refer reporters to the university's public relations office.

"We told them that they have every right to interact with the media if they choose," Shur said.

After Friday's shootings, the university also pulled web pages related to the neuroscience program from its website. Those pages can now be accessed only with a university password. Jacque Montgomery, a spokeswoman for the medical school, said that was done at the request of faculty and staff who wanted to protect their privacy after the shootings.

Shur did say that Holmes left blank a line on a form in which he would give a reason for his departure. Department officials encouraged him to fill it out, but he didn't return the paperwork, Shur said.

Don Elliman, chancellor of CU-Denver, defended the school's interactions with Holmes.

"To the best of our knowledge at this point, we think we did everything that we should have done," he said.

A frustrated reporter asked why the school couldn't provide the level of detail that Virginia Tech University did about a student who shot and killed 32 people and wounded 17 others in 2007.

"Are there any other questions?" Elliman replied.

Every item should then be covered to keep out the dust particles that will settle over time. 4. Preserve leather with a suitable leather protector that will keep moisture out. 5. Treat wooden items with a suitable wood conditioner that will protect against moisture. 6. Dismantle heavy items, wherever possible, to prevent undue stress on the joints and legs then wrap and store each part separately. 7. Very fragile items such as glass and china should be well wrapped and then stored in a rigid container for added protection. 8. Rugs and other fabric items should be protected with layers of acid-free tissue paper and cotton dust sheets. Avoid folding them but if they cannot be laid flat then roll them. 9. Unglazed paintings should be covered with layers of acid-free tissue paper then protected with cardboard or foam padding for very valuable items. 10. Glazed paintings should have the glass covered with strips of masking tape (to protect the painting underneath from damage should the glass break) then wrapped in bubble wrap and cardboard. 11. Antique silver will always be prone to tarnishing but this is not permanent damage and the items can easily be polished back to their former glory once removed from storage. But the amount of tarnishing can be reduced by minimising contact with air so wrap each silver item individually and tightly in cotton cloth followed by a non-absorbent outer layer such as bubble wrap. Because the moisture in the air can cause damage to all types of materials, particularly wood, fabric, metal and leather, minimising the amount of moisture in the air will preserve your antiques in good condition for longer. They could give someone one quote and the other a different one, but I can tell you how to keep your tickets off of your record. When you get a ticket find out the amount of it by calling the county clerk or look on the back of the ticket. Add $20.00 to the amount and send in a check. They will put that the ticket has been paid and then send you a check back for the overdue amount. When you get it rip it up and throw it away. They can not send your points to your state capital to go on your record it all transactions have not been completed. I have done this 5 times and don?t have a thing on my record! :)

Intuitively it simply makes sense: exposure to sexual content in movies at an early age probably influences adolescents' sexual behavior. And yet, even though a great deal of research has shown that adolescents who watch more risky behaviors in popular movies, like drinking or smoking, are more likely to drink and smoke themselves, surprisingly little research has examined whether movies influence adolescents' sexual behaviors.

Until now.

Over six years, psychological scientists examined whether or not seeing sex on the big screen translates into sex in the real world for adolescents. Their findings, which are to be published in Psychological Science, a journal of the Association for Psychological Science, revealed not only that it did but also explained some of the reasons why.

"Much research has shown that adolescents' sexual attitudes and behaviors are influenced by media," says Ross O'Hara, currently a post-doctoral fellow at the University of Missouri, who conducted the research with other psychological scientists while at Dartmouth College. "But the role of movies has been somewhat neglected, despite other findings that movies are more influential than TV or music."

Before recruiting participants for the study, O'Hara and his fellow researchers surveyed 684 top grossing movies from 1998 to 2004. They coded the movies for seconds of sexual content, like heavy kissing or sexual intercourse. This work built on a previous survey of movies from 1950 to 2006 that found that more than 84% of these movies contained sexual content, including 68% of the G rated films, 82% of PG movies and 85% of PG-13 movies. Most of the recent films do not portray safe sex, with little mention of using contraception.

Researchers then recruited 1,228 participants who were from 12 to 14 years of age. Each participant reported which movies they had seen from a number of different collections of fifty that were randomly selected. Six years later the participants were surveyed to find out how old they were when they became sexually active and how risky their sexual behavior might have been. Did they use condoms consistently? Were they monogamous or did they have multiple partners?

"Adolescents who are exposed to more sexual content in movies start having sex at younger ages, have more sexual partners, and are less likely to use condoms with casual sexual partners," O'Hara explained.

Why do movies have these effects on adolescents? These researchers examined the role of a personality trait known as sensation-seeking. One of the great dangers of adolescence, is the predisposition for "sensation seeking" behavior. Between the ages of ten and fifteen, the tendency to seek more novel and intense stimulation of all kinds peaks. The wild hormonal surges of adolescence makes judicious thinking a bit more difficult.

O'Hara and his colleagues found that greater exposure to sexual content in movies at a young age actually led to a higher peak in sensation seeking during adolescence. As a result, sensation seeking sexual behavior can last well into the late teens and even into the early twenties if young people are exposed to these kinds of movies. But researchers point out that sexual exposure in movies tends to activate sensation seeking both because of biology and the way that boys and girls are socialized.

"These movies appear to fundamentally influence their personality through changes in sensation-seeking, " O'Hara says, "Which has far-reaching implications for all of their risk-taking behaviors."

But sensation seeking did not entirely explain these effects; the researchers also speculate that adolescents learn specific behaviors from the sexual messages in movies. Many adolescents turn to movies to acquire "sexual scripts" that offer examples of how to behave when confronted with complicated emotional situations. For 57 percent of American adolescents between the ages of 14 and 16, the media is their greatest source of sexual information. They often don't differentiate between what they see on the screen and what they must confront in daily life .

Researchers point out that it is important to remember that this research cannot conclude a direct causal effect of movies on sexual behavior. Nonetheless, O'Hara says, "This study, and its confluence with other work, strongly suggests that parents need to restrict their children from seeing sexual content in movies at young ages."

Penn State report shows limits of campus crime law

For more than two decades, colleges and universities have been required to publicly share details of campus crimes and report murders, rapes, robberies, arson and other serious offenses to the federal government.

That requirement was apparently unheeded by former Penn State President Graham Spanier, other top officials and the larger ranks of university employees responsible for student safety, the recently released investigation into the Jerry Sandusky sex-abuse scandal concluded. The report by former FBI director Louis Freeh found that, outside the campus police department in State College, "awareness and interest" in the federal law known as the Clery Act was "significantly lacking."

The 1990 law is named for Jeanne Clery, a Lehigh University freshman who was raped and murdered four years earlier by a fellow student at a campus that's about a three-hour drive from Penn State.

National campus safety experts say such problems spread far beyond Penn State, even as the U.S. Department of Education has stepped up enforcement in recent years and teamed up with the FBI on some inquiries.

"This is a much broader concern," said S. Daniel Carter, director of a campus safety project at a charitable foundation formed by the families of the 2007 Virginia Tech shooting victims. "Penn State is a microcosm of the entire field of higher education."

Though not mentioned by name, Carter is referenced several times in the 267-page Freeh report. In 2007, he helped coordinate the training of several Penn State police officers on the Clery Act while working for the advocacy group Security On Campus, which was formed by Jeanne Clery's parents. He assisted federal education officials in developing a Clery Act handbook starting in 2003. And that same year, he notified Penn State that it had mistakenly reported that there were no sexual assaults on campus when the same federal report noted elsewhere that 11 such incidents had occurred in residence halls.

"They were resistant at first," Carter said. "But they came back and acknowledged they made an error."

A spokesman for the Office of Federal Student Aid said Friday that the education department has reviewed Clery Act compliance at 78 schools since 2007, with 34 of those reviews complete. That compares with an average of just two completed Clery Act reviews over the previous 10 years, according to online records.

Ten schools have been fined a total of $1.4 million for Clery Act violations since 2007, spokesman Chris Greene said. The offenders include Eastern Michigan University, which paid $350,000 for 13 violations in 2008, including a failure to warn students after the 2006 murder of a student. which the school denied for months. In June, the department levied a $110,000 fine against Tarleton State University, a part of the Texas A&M University system, for three unreported sex offenses among more than 70 campus crimes not publicly disclosed.

But Virginia Tech, fined $55,000 for its decision to delay campus warnings of a gunman who would kill 33 people in April 2007, saw its $55,000 fine overturned by an administrative law judge in March. And a federal judge reduced an $82,500 Clery Act fine against Washington State University to $15,000.

The Department of Education has been investigating Penn State since November, when the scope of Sandusky's misconduct emerged after the release of a scathing grand jury report. The former assistant football coach is awaiting sentencing after being convicted last month of sexually abusing 10 boys over 15 years in his home, on team trips and in school locker rooms. The school could be fined up to $27,000 per violation and have its federal student aid withheld.

"Our investigation covers not just the Sandusky allegations but all potential sexual offense issues at Penn State," Department of Education spokesman Justin Hamilton said. "We'll continue working with all relevant individuals, including campus officials and law enforcement personnel, to determine whether or not there were any violations of the Clery Act. We are taking a close look at the Freeh report as well as all relevant information to determine how it may aid our investigation."

The Freeh report documents several unsuccessful attempts by Penn State campus police to persuade university leaders to boost their Clery Act efforts. From 1991 to 2007, the university relied on an untrained crime prevention officer to oversee the program. When the officer told a supervisor he needed help or "we could get hurt really bad here," he was told there was no money for such support.

The university created an online reporting system for Clery Act crimes that same year. By 2011, just one report had been submitted. Broader campus training sessions and outreach efforts drew little participation, and the school's Clery Act policy remained in draft form in November ? even as Spanier boasted to Freeh's investigators that Penn State was "big on compliance, more than other universities." The school has since hired a Clery Act compliance coordinator.

In a statement released by the campus safety group she helped create with her late husband, Colleen Clery expressed her disappointment at the rampant abuse that unfolded on the campus just 170 miles from the school her daughter attended, and in the state where she continues to live.

"I am saddened that these events occurred in Pennsylvania, where (my husband) Howard and I started our campus safety efforts 25 years ago," she said. "Even so, I am heartened by the knowledge that there are many colleges and universities that are now considering their own policies and procedures and making changes in an effort to protect their students.

"There are valuable lessons for institutions to learn from this tragedy," she added. "Students can only have a secure learning environment if the entire campus community makes their safety a priority."

Alison Kiss, executive director of what is now known as the Clery Center for Security on Campus, suggested that the aftermath of Penn State could offer schools a belated chance to shore up their approach to taking crimes on campus seriously, just as the Virginia Tech shooting spurred improvements in threat assessment and emergency planning.

"Sad but true, we are a very reactionary society," she said. "More needs to be done to institutionalize campus safety. It should not fall just on the shoulders of campus police."

Proliferation protein goes rogue in lung cancer

Since Rac1b seems to show up early in lung cancer, it might also make a target for diagnosis or early-stage treatment, researchers report in the July 11 Science Translational Medicine.

?This is really comprehensive work,? says Farrah Kheradmand, a pulmonologist at Baylor College of Medicine in Houston, who wasn?t part of the study team. ?This gives us ammunition to go after Rac1b, an inconspicuous molecule, to try to inhibit it.?

Rac1b is a variant of Rac1, a protein involved in cell proliferation. But while the gene that encodes Rac1 routinely turns itself off after producing its protein, the variant gene making Rac1b doesn?t. ?It?s not meant to be on all the time,? says study coauthor Derek Radisky, a cell biologist at the Mayo Clinic in Jacksonville, Fla. So the aberrant version of the protein gets made in excess.

Because earlier work hinted that Rac1b might play a role in some cancers, Radisky and his colleagues examined lung tissue from smokers with lung cancer and found far higher concentrations of the rogue protein in cancer cells than in nearby noncancerous cells.

Tests in mice revealed that Rac1b gets activated by an enzyme called MMP3, which is involved in the breakdown and rebuilding of tissues such as collagen and elastin. These strong connective tissues hold organs and other body parts in place.

The mouse experiments indicated that MMP3 activation of Rac1b triggers another process by which lung-lining cells called epithelial cells abandon their posts and change behavior. While the process helps in wound healing ? when cells are called upon to take on emergency roles ? it has also been linked to cancer. Some work suggests it is a way for tumors to create space for themselves, Radisky says.

But the process, especially when it involves Rac1b, still remains hazy. For instance, it?s not clear how MMPs activate Rac1b, he says. Nevertheless, says Sandra McAllister, a cancer biologist at Harvard Medical School, Rac1b does help to fill in one of the gaps in the understanding of lung cancer progression. ?It seems to be adding a function beyond the normal Rac1 protein,? she says, ?turning epithelial cells in this context into cancer cells.?

According to the American Cancer Society, smoking accounts for 80 percent of lung cancer deaths. Carcinogens from tobacco smoke are known to cause mutations in lung cells that limit their ability to stop dividing. McAllister hypothesizes that smoke hitting lung cells could draw attention in the same way a wound would, triggering a signal to heal. ?That might be part of a normal process,? she says, ?but it?s an unregulated process here, and Rac1b might be at the heart of that.?

Syrian army attacks rebels, Turkey scrambles F16s

BEIRUT (Reuters) - The Syrian army pressed its offensive against rebels, bombarding the city of Douma near Damascus, and Turkey said it had scrambled warplanes after Syrian helicopters flew near its border.

Turkey's armed forces command said the fighters took off on Monday when Syrian transport helicopters were spotted flying near the frontier, without entering Turkish air space. It was the third day in a row that Turkey had scrambled its F-16s.

Syrian President Bashar al-Assad told a Turkish daily he wished his forces had not shot down a Turkish jet last month and that he would not allow tensions with Turkey to lead to war.

"We learned it belonged to Turkey after shooting it down. I say 100 percent 'if only we had not shot it down'," Turkey's Cumhuriyet daily quoted Assad as saying.

A Syrian general and 84 soldiers were the latest to defect and flee to Turkey on Monday. But army and government defections have so far failed to shake Assad's 12-year grip on power.

Assad told Cumhuriyet he was not bent on staying in office come what may but gave no hint he was ready to quit.

"If my staying or going saved my people and country, why would I hold on? I wouldn't even stay one day," he said.

"If the opposite is true, that is, if the people don't want me, then there are in any case elections. If the people wanted, they would send me away," Assad was quoted as saying.

HEAVY SHELLING

The Syrian leader responded with force when peaceful protests erupted against him in March last year and has turned his troops and tanks on demonstrators and insurgents alike.

More violence erupted on Tuesday with the Syrian Observatory for Human Rights, a group which compiles reports from rebels, saying 56 people were killed across the country, including 34 civilians.

Opposition leaders say more than 15,000 people have been killed since the uprising began in March 2011.

Neither Assad nor his enemies have shown much interest in compromise as Syria slides deeper into a civil war, fuelling animosity between majority Sunni Muslims and the president's minority Alawites who control the military and security forces.

"There was heavy shelling all morning," said Abu Rami, an activist in Homs, a main target of an army onslaught on rebel strongholds. "We are living with little food and little water."

The army on Tuesday shelled places near Douma to which the embattled city's residents had fled at the weekend, Omar Hamzeh, another activist, said, adding that at least six people had been killed.

Refugee activists along the Turkish-Syrian border said two people had also been killed when the army carried out artillery raids on the town of Saqlin, around six km (3.7 miles) from Turkey.

A police officer who defected from the northern city of Aleppo and crossed into Turkey on Tuesday said the army had been firing artillery rounds from areas around the city to rebellious areas to the north and east.

"I left Aleppo and the sound of artillery fire was shaking the ground in Hamdaniya," the officer said, referring to his eastern Aleppo suburb. He declined to be named.

Turkey's southern Hatay province along the Syrian border has become a safe haven for rebel fighters and defectors from the Syrian army. There are also more than 35,000 Syrian refugees now taking shelter in camps in southern Turkey.

Diplomacy has so far failed to curb the bloodshed. World powers agreed at the weekend to support talks on a transitional government. But they failed to narrow differences between the West and Russia over Western demands that Assad must go.

Turkey, which has long demanded the Syrian leader's removal, said Assad's role was over, but advised the Syrian opposition to accept envoy Kofi Annan's internationally endorsed proposal.

"Our task is not to pressure the opposition or to persuade them of something," Turkish Foreign Minister Ahmet Davutoglu told Sky News Arabia in Cairo, where opposition groups were meeting for a second day.

He said Annan's mediation role meant the opposition would not have to negotiate with Assad under the transition plan.

"Thus I believe that accepting the Geneva statement would be a positive thing from the opposition," he said.

His Russian counterpart Sergei Lavrov said Syrian opposition leaders would hold talks in Moscow next week. But it was not clear if they would include any from the mainstream Syrian National Council (SNC), backed by the West and Turkey.

"We will use this coming meeting with yet another Syrian opposition group to continue work to end violence and start Syrian dialogue between the government and all groups of the Syrian opposition as soon as possible," Lavrov said.

Russia says the Geneva agreement does not imply that Assad must be excluded from power. Western powers insist that it does.

ARMED OPPOSITION

Moscow is deeply suspicious of anti-Assad insurgents, echoing Damascus's line that they are all Islamist militants.

Washington too, has reservations about the wisdom of backing an armed opposition it regards as ill-organized and disparate, with some connections to al Qaeda-linked militants.

The rebel Free Syrian Army, an umbrella group of armed factions, boycotted the SNC gathering in Cairo, where the Arab League was urging Islamist and secular groups to end their quarrels and form a credible alternative authority to Assad.

Some Syrian dissidents argue that armed Islamist militants are indeed likely to come to the fore if the outside world leaves the country to the mercy of Assad's forces.

Iran, an ally of Assad, which, along with its regional rival Saudi Arabia, Assad's adversary, was excluded from the Geneva conference, said Damascus wanted reform but not foreign interference or "terrorist activities".

"Syria ... has been the main axis of resistance (against Israel). Therefore it is natural that Western governments and the American government try to take their revenge," said Saeed Jalili, head of Iran's Supreme National Security Council.

Syria's chief of staff, General Fahd Jassem al-Freij, said the nation was at war with conspirators seeking its destruction.

With diplomatic efforts failing to gain traction, the United States may come under pressure from Gulf Arab hawks, notably Saudi Arabia and Qatar, to do more to help the rebels when the "Friends of Syria" forum gathers in Paris on Friday.

Russia, which has criticized the "Friends" for favoring only one side in Syria's conflict, has turned down an invitation to the meeting, French Foreign Minister Laurent Fabius said.

Syrian opposition leaders reject Russia's insistence on a dialogue with the government, saying Assad's removal has to be the first step because of what he has inflicted on his people.

New York-based Human Rights Watch issued a report on "an archipelago" of Syrian state torture centers, citing accounts of victims who said they were beaten, burned with acid, sexually assaulted or had their fingernails torn out.

In Cairo, some Syrian opposition activists described ruthless attacks by government forces on cities such as Homs.

"The city has been bombarded non-stop for months," said Khaled Abul Salah, an activist from Homs. "Anyone wounded dies as there is no way they can leave town or go to hospital."
